Another concept close to this discussion is 'Saving vs Investing'. Many prefer Saving whatever they earn, and only few think about 'growing'  whatever they have by investing. Nice read.

When it comes to Politics, particularly in Elections season,  we often here brave and gigantic ambitions of every political party. This is a macro strategy of what we should do to become a better and more prosperous state. But when once the party comes into power, they soon realize achieving those dreams is a very tough task. Many a times, they have to start from scratch, built an eco system, create an establishment, policies, guidelines and advocate and teach so that beneficiaries will start using it. Another aspect of it is, it takes time to do all this and they may not even see any tangible political benefits in their own term. So, instead of pursuing those dreams, despite the hurdles, many tend to focus on Micro-efficiency, making an already working system, little better, for easy political mileage.

Micro-efficiency or Macro-efficiency :: Ask the politicians what this means... most of them say what it is .... they just focus on VOTES & VOTE Banks.

USCIS Selects Final H1B Petitions by Random Selection - Almost a 50% chance for each Application

U.S. Citizenship and Immigration Services (USCIS) announced today that on April 12 it conducted the computer-generated random selection process to determine which H-1B petitions, subject to the congressionally mandated H-1B cap for fiscal year 2008 (FY 2008), would continue to final processing. USCIS completed this determination ahead of the preliminary schedule noted on April 3, when it announced it had received enough petitions to meet the cap for FY 2008. The 123,480 cap-subject petitions received on April 2 and 3 were labeled with unique numerical identifiers and selected randomly by computer. The chosen numerical identifiers were then transmitted to the appropriate service center for further processing.
